ImagePort of Chelan County(POCC) - May 28th Port of Chelan County Regular Commission Meeting Highlights:

Orondo Street Moorage Project – Partnership with City of Wenatchee
Allison Williams, Executive Services Director for the City of Wenatchee, provided an update on the Orondo Moorage project.  The city’s engineering staff is completing final plans, and she expects the project to go out to bid by June 11th.  Since the plans are nearing completion for bid, the original cost estimate has been increased from $650,000 to $950,000. The Port had budgeted $260,000 to match grant fundsfor the completion of this project, but due to the City’s ability to secure otherfunding sources, the City reduced the amount requested from the Port to $200,000.

Williams asked the Port Commission to consider restoring funding to the earlierapproved amount in the event that bids come in higher than originally anticipated.  The Commission noted this request and asked that the City keep the Port apprisedof the outcome of the bid process and to come back if additional funds may be necessary.  Williams also provided an update on the waterfront development project, reporting that the Wenatchee City Council is looking at establishing an LID for Riverside Drivedevelopment. The Orondo Moorage and the Riverside Drive projects will provide the infrastructure necessary for the future commercial development.

JOINT SESSION WITH PORT OF DOUGLAS COUNTY
The Port of Douglas County Commission joined the session to consider the following
agenda items:


Pangborn Airport
Airport Manager Pat Moore previewed the latest Horizon Air press release
announcing the upcoming Horizon flight schedules for the new Q400’s that will
begin to serve our community, as well as the single Q200 flight that will serve the
Wenatchee area daily.  She noted this change, which begins August 25th, will increase Pangborn’s passenger capacity by 80%.  She and her staff are working closely with Horizon and the Transportation Security Administration to prepare the terminal for the larger aircraft.

AIP projects funding
The FAA Seattle District Office has informed the airport that funding is in place this
year for existing approved grant projects. Moore reported that she has placed the
Q400 terminal improvements into the 2009 budget. Interim modifications to the
terminal will be made in advance of the August 25th commencement of Q400
scheduled service. However, the TSA is still evaluating various types of equipment
for baggage screening, and until they determine the type of equipment that will be
chosen (and its size and configuration), the permanent expansion of the secured
passenger boarding area will not take place.

The terminal expansion has received a priority ranking by the FAA for funding andconstruction by Spring, 2009. They have also approved major improvements to Taxiway B as a 2010 project.

Efforts to Secure Additional FAA Funding for Pangborn Terminal Expansion
The Commissioners received an update from Commissioner Craig Larsen and
Commissioner Mark Spurgeon on their lobbying efforts for Pangborn Airport
terminal expansion funding in Washington DC earlier this month. They met
personally with Senator Patty Murray and presented letters of support from a broad
cross-section of the two-county region, as well as a letter from the Transportation
Security Administration validating the need for enhanced terminal security
improvements needed to accommodate larger passenger aircraft such as the Q400.
The two commissioners also met with Representative Dave Reichert who serves on
the Aviation Subcommittee of the House Homeland Security Committee. Reichert
is interested in helping to secure additional FAA funding. Commissioners Larsen
and Spurgeon later met with Representative Doc Hastings and with staff from
Representative Reichert and Senator Cantwell’s offices to brief them on the need
for and importance of the terminal expansion.

Senator Murray complimented the Commissioners for their leadership in
demonstrating a broad base of support for the project and expressed her support.

EXECUTIVE SESSION

An executive session was called to discuss real estate matters. No action was
taken.
