Manson Parks Minutes Sept 19th PDF Print E-mail

A great big thank you to all the citizens of Manson that supported the Manson Parks & Recreation District M & O levy.  We can now continue to manage and run our aging park system.  You have put your trust in us so we will do the best we can to maintain your parks.

The minutes from the September 19th Manson Parks & Recreation District are as follows:

Minutes of August meeting:  Virginia Beresford moved to approve the July minutes as read.  Christy Libbey seconded the motion.  The motion was unanimously approved.

Finance:  Lanny Armbruster explained the budget estimate for 2007.  The next month’s board meeting he will present a detailed budget for the Board to approve for 2007.  If the new building on Pedoi is not completed by 2007, there will be no full-time marina attendant.  The marina will be handled as it is this year.

PUBLIC COMMENT:

Jeanette Collins, Levy Committee:  The Kids for Parks raised approximately $350 by selling Otter Pops.  It took 3 ½ hours to fold and stuff envelopes for the levy information letter that went out to all voters.  There will be a pizza party soon for the levy committee.  The levy signs will start being removed tomorrow, the day after election day.  The revenue budget for the committee was $1,463.49.  The expenditures were $1,463.49.  A few extra dollars were donated to pay off the final bill.  Jeanette Collins donated paper, stamps, and envelopes.  Lake Chelan Building Supply donated stakes for the signs.  Everything went as scheduled.

OLD BUSINESS:

Old Mill parking:  “$5/day Parking” signs are doing the job!

Trailer parking at Marina: The Chelan County Commissioners are working with the Public Works Dept. to install signs that prohibit trailers being parked on Pedoi by the marina.

Manson Bay Park and Marina rules: The issue was tabled because John was absent.  Lanny asked the Board to read John’s draft and have comments, additions, or deletions ready for the next Board meeting.

Lake Chelan Boat Club letter of apology: As the result of the executive session at the August meeting, a letter of apology was sent to the Boat Club because of the actions of a Board member.  A copy of the letter is attached. 

Letter to citizen: A certified letter was sent to a property owner in the area on August 17th, 2006, regarding restrictions against the use of any parks or facilities of Manson Parks & Recreation District.  They never picked up the letter from the post office.  Rhonda got it back from the post office on September 15th, 2006.  Sometime during the month that they didn’t pick it up, the husband told one of our employees that he knew a letter from the Manson Parks District was sent to them.

By-laws:  Tabled to Executive Session.

NEW BUSINESS

Boat trailer towing fee: Manson Parks had a boat trailer towed from the Old Mill parking lot because it didn’t have a license plate and there apparently was no record of the parking fee ever having been paid.   However, after the owned called the Parks office, it was determined that the fee was paid but someone borrowed the trailer and when they returned it, they parked it in a different spot so there was no record of a trailer fee being paid for that spot, and since the trailer had no license there was no identification on it.  Lanny asked if the Parks would be willing to pay half the towing fee.  Virginia moved that we don’t pay anything toward the fee.  Christy seconded the motion.  The motion was unanimously approved.

Old Mill winter parking.   Discussion regarding permission for long-term boat parking over the winter.  The Board agreed that we are not in that type of business and that it would be a liability to allow such parking.  The Board agreed to not allow long-term parking at Old Mill Boat Launch.

Wapato Lake Campground, Cookie Arndt: An e-mail from Cookie Arndt, host at the Wapato Lake Campground, was sent to the Manson Parks office on September 18th.    It described a visit to her by one of the Parks Board members.  The Board signed a letter of apology to Cookie because of the content of the visit.  A copy of the letter is attached.  The issue of the visit was added to the agenda on Monday, September 18th for tonight’s meeting. 

Letter of Commitment:  Dale explained what provisions the Board has to operate by and to conduct themselves by, which is the Letter of Commitment that each Board member needs to sign.  If anyone has issues, then maybe the Letter of Commitment needs to be reshaped.  Christy would like a committee to be formed to revise it.  Rhonda will give everyone a copy before they leave the meeting so that they may read it over and consider it and any changes before the next meeting.

Executive session:  6:25-6:53. 

Virginia left at 6:55.

Dale asked Bob and Christy whether or not they remember when John Peters was asked not to speak to the Boat Club Commodore before the election?  Neither Bob nor Christy remembers.

Dale asked what the content of a letter to one of the Board members should say.  It should ask him to review the handbook, and the letter of commitment, and include copies of the two letters of apology for actions that went way beyond Board policy.  The Board talked about having a team building session this winter.  Christy would like a letter to be sent to all board members requesting the same things.  Dale stated that from a legal perspective, the absent Board member needs to know the results of the Executive Session.  Each Board member will e-mail to Lanny concepts for the letter.  Lanny will then write a letter to all Board members.  Mark Carroll, Manson Parks attorney,  will have input also.

Meeting adjourned at 7:25.  The next meeting will be held on Tuesday, October 17th, 2006.
